Despite warnings from patient groups, doctor's groups, pharmaceutical companies, business groups, and conservative organizations, Democrats passed the Inflation Reduction Act with zero Republican votes.
The consequences were exactly as predicted. Approximately 70-75% of research and development dollars moved away from pills, meaning fewer breakthroughs in mental health drugs, Alzheimer's treatments, and cancer medications. This shift means fewer pills hitting the market and higher costs for everyone, even though pills are the cheaper, more effective way people receive their drugs.
Generic Drugs and the Cost to American Lives
The Biden pill penalty also devastates the generic drug market. Generic medications provide cost-effective alternatives for millions of Americans. Murtaugh cited the example of Lipitor, a well-known cholesterol drug, explaining that because of generics entering the market, people can get their cholesterol medicine for basically pennies per dose. The Biden pill penalty flatly discourages generics from even entering the market, preventing these cost reductions from ever occurring.
According to the University of Chicago, 188 different cures have not been found since 2021 when the Inflation Reduction Act and the pill penalty were introduced. This translates to 116 million life years off the life expectancy of Americans who are living today. "Is that your family? My family? I don't know," Murtaugh said, emphasizing the personal stakes of this policy disaster.

Murtaugh noted that there is legislation in Congress to fix the problem called the Epic Act, though it will more likely be addressed in what President Trump calls "the big beautiful budget reconciliation bill."
