On Location: The Construction House as Operational Cover

George Webb is back on location near Utah Valley University, walking past a large house currently undergoing major renovation — new concrete, new tile, construction workers on site. Webb argues that during the summer months, a construction site like this would have provided ideal cover for someone preparing for a rooftop assassination. The complex rooftop terrain at UVU — multiple buildings at different elevations, with layouts unfamiliar even to most students — would require significant advance preparation. Webb argues that only someone in campus facilities would organically know that layout, meaning an outside operator would need time and tools to learn it.

"Even students don't know the roof layout," Webb notes. "It would be more somebody like in facilities that would know the roof layout there."

His theory: someone used this building as a base of operations for approximately a week before the shooting, deploying a drone — as researcher Ian Carroll had done in his own investigation — to map the rooftop landscape before practicing the shot from a secondary location.

The Gun Drop and the Burning Bush

Webb identifies a location at the end of a nearby path that he calls the burning bush — his term for the pre-positioned weapon drop point. In his reconstruction of events, Tyler Robinson's role was not that of the trigger man but of a team coordinator who laid out the weapon for another individual — described in the footage as the person in the black shirt — before the shooting took place. The person in the maroon shirt, he argues, was Robinson, serving as operational support rather than shooter.

The 683 Capital Partners "Russia House"

Adjacent to the ROTC building is a property Webb refers to throughout as the Russia house: 683 Capital Partners. This is where the murder weapon was reportedly found — in the backyard, near what became known online as the chicken coop. Webb connects the address and the company name, noting that 683 Capital Partners is one of a very small number of companies in the world that holds a State Department exemption allowing it to trade in Russian sanctioned securities. Under normal circumstances, trading in sanctioned Russian assets carries federal criminal liability. 683 Capital Partners is among the exceptions.

Webb draws a line from that financial exemption to Russia's broader energy and resource economy — specifically, the financing of Russian mining and uranium extraction through foreign debt instruments that require this type of sanctioned-securities access.

Phil Lyman, Bears Ears, and Uranium One

Webb introduces Utah state representative Phil Lyman as a thread connecting the land, the company, and the broader uranium story. Lyman's great-grandfather, he says, originally owned all the land in this area. Lyman himself is associated with what Webb calls the Uranium One holdings — specifically efforts to obtain a federal waiver to mine uranium at Bears Ears, the area in southern Utah that includes land under national park protection. Webb says the Biden administration granted that waiver, allowing uranium extraction to proceed.

That uranium, he argues, feeds directly into the White Mesa Mill in Blanding, Utah — the largest operating uranium mill in the United States — where it serves as low-grade feedstock to blend down highly enriched uranium, potentially including material from decommissioned Russian warheads. This connects, in Webb's framing, to the Cold War-era Megatons to Megawatts program, in which Russian nuclear warheads were converted into reactor fuel for US power plants.

Q-Level Clearance and Why the Gun's Location Changes Everything

Webb's closing argument turns on the classification implications of where the weapon was found. Any matter involving uranium — its movement, its financing, its trade — is automatically classified at Q-level clearance, the highest security clearance in the US government, held by the Department of Energy. There is no higher tier. Presidential sign-off is required for uranium transactions involving foreign governments.

"If 683 Partners is involved in any kind of uranium deal with the Russian government, guess what?" Webb says. "It's top secret. It's beyond top secret. It's classified Q-level clearance."

His implication: if the murder weapon used to kill Charlie Kirk was recovered on or adjacent to a property tied to Russian-sanctioned securities and uranium dealings, the investigation immediately becomes a matter of national security classification — effectively removing it from the jurisdiction of a standard homicide inquiry and elevating it to the highest levels of the federal government.

[00:07] around here. This is the big house

[00:10] that's being renovated right now. We

[00:12] thought, hey, these being a construction

[00:13] worker like this would be a good cover

[00:15] to practice on assassination. Not saying

[00:18] these guys, but I'm saying in the

[00:20] summer, this would have been the time.

[00:22] But you can see here, they're working on

[00:23] this, putting in new concrete, putting

[00:25] in new tile, etc. And you can see uh the

[00:28] Mormon temple in the distance and that's

[00:30] the direction of where Charlie Kirk was

[00:32] in the low sea center. So we're going to

[00:34] talk about the gun today. We're going to

[00:36] talk about the gun. I said that this

[00:38] house here being a former ROC house

[00:42] would be an excellent place to run

[00:44] operations to prepare for the operations

[00:47] because as you can see those roofs over

[00:49] there are complicated. There's a lot of

[00:51] different buildings. There's a lot of

[00:53] different roofs. Uh even students don't

[00:56] know the roof layout. It would be more

[00:57] somebody like in facilities that would

[00:59] know the roof layout there. So you'd

[01:01] have to be here at a place like this

[01:03] running a drone like Ian Carol did the

[01:05] other day running a drone to get the

[01:07] idea of the roof layout and practice.

[01:10] Then you'd have to lay it out on

[01:12] someplace else and practice it someplace

[01:14] else. You can't practice on this roof

[01:16] before you do it for we're guessing

[01:18] about a week in advance in in about a

[01:20] week in advance. So now I said that

[01:22] there was, if you remember, at the end

[01:24] of this little path here, I'd said that

[01:26] there's the burning bush. The burning

[01:27] bush is where I would do the gun drops.

[01:30] Uh, that's where I would do the gun

[01:31] drop. Um, and again, we're saying Tyler

[01:35] is sort of the team coach here. He's

[01:37] laying out the gun. He's laying out the

[01:39] gun for somebody on the team. It's the

[01:41] guy in the black shirt. Uh, but it's not

[01:44] Tyler in the wine uh maroon color shirt.

[01:47] But there you can see the house. It's a

[01:50] big the ROTC house, a big house, right?

[01:56] cover, right, for doing stuff. And we're

[01:58] going to come up on 683 here, the 683

[02:02] house, which is got an interesting

[02:04] history. The 683 house is called the

[02:06] Russia house if we're calling it a

[02:07] Russia Russia Russia house. 683 house is

[02:10] a owned by a capital partners company

[02:13] called 683 Capital Partners. Now, the

[02:16] interesting thing, this is a big house

[02:18] here. this one, the ROTTC one. But the

[02:21] interesting thing about 683, which is

[02:23] the house next door,

[02:25] this is where they say they find this is

[02:28] where they say they find the gun in the

[02:29] backyard here. You heard the chicken

[02:31] coop story. You saw Ian Carol take the

[02:34] chicken coupe story. But the interesting

[02:35] thing about the Russia house here

[02:38] is that they're one of the few companies

[02:41] in the world allowed to trade in

[02:43] sanctioned securities from Russia. Um,

[02:46] basically if you uh trade in sanctioned

[02:51] assets then you basically go to jail

[02:53] from the state department. So this house

[02:56] 683 Partners is one of the few companies

[02:58] where you're allowed to trade in those

[03:01] uh uh foreign debt basically for Russia.

[03:03] And a lot of the foreign debt is needed

[03:05] to do things like mining, right? When

[03:08] you want to do mining and I'll back out

[03:09] here a little bit. when you want to do

[03:11] mining or for things like uranium

[03:13] because let's say you need uranium for a

[03:16] AI data center let's say um you got to

[03:19] trade with Russia you got to have an

[03:21] exception you got to be able to trade in

[03:22] bonds you got to have some kind of an

[03:24] ability to trade I'll walk back here a

[03:28] little bit and so Putin this spring

[03:32] opens up this trade channel with this

[03:35] 683 partners now that's just interesting

[03:37] that the gun gets dropped at 683

[03:39] partners and not the ROC building next

[03:42] door.

[03:43] Uh so, but one of these two is where I

[03:47] would practice for about a week to get

[03:49] to know that roof. But the interesting

[03:52] thing about 683 partners here is this

[03:55] story that Phil Lyman gets involved in

[03:58] this. Phil Lyman's great-grandfather

[03:59] owned all this land. Phil Lyman's

[04:02] greatgrandfather owned all this land.

[04:05] And Phil Linman is the state

[04:06] representative for well it's the uranium

[04:10] it's uranium one it's the uranium one uh

[04:14] holdings uh that Phil is involved in uh

[04:17] Phil from Blanding uh uh Utah uh is the

[04:22] representative that wanted to mine what

[04:25] they call Big Ears. They call him Big

[04:26] Ears Lyman for a very good reason

[04:28] because he wanted to uh have a waiver uh

[04:32] to mine uranium there

[04:35] uh against the national park ban and the

[04:38] Biden administration allowed it. And

[04:41] also that mine then feeds this White

[04:44] Mesa Mill, the largest uranium mill in

[04:47] America. So this is Q-level clearance

[04:49] stuff. This is national security stuff.

[04:51] This is stuff that the president needs

[04:52] to sign off on. Buenos Diaz. Okay. Or

[04:57] whatever it may be. And uh so this is

[05:01] stuff that the president needs to sign

[05:02] off on and uh for trading with the

[05:05] Russians. And again, you have a trade,

[05:07] you have a financial instrument that you

[05:09] can use now. You can finance u Russia.

[05:12] And the interesting thing about big ears

[05:14] and milling is you need new uranium,

[05:18] lowgrade uranium as feed stock to blend

[05:23] down or down blend highlyenriched

[05:26] uranium that might be coming from a

[05:27] missile. You may remember we covered a

[05:30] topic called megat tons to megawws.

[05:32] Anything having to do with the

[05:35] Department of Energy and uranium

[05:38] immediately goes to the highest level of

[05:40] clearance in our government. Immediately

[05:43] goes to the highest level of clearance

[05:44] in our government. It's called QLE

[05:47] clearance. There is no higher level. So

[05:50] even though you drop a gun at 683, if

[05:53] 683 Partners is involved in any kind of

[05:56] uranium deal with the Russian

[05:57] government, guess what? It's top secret.

[06:00] It's beyond top secret. It's classified

[06:02] Q-le clearance. The state department is

[06:05] the one that moves uranium. So any

[06:08] movement of uranium is classified as QLE

[06:12] clearance. So that's another way to get

[06:13] at QLE clearance. But here you can see

[06:16] 683 Partners is the place right next to

[06:21] the ROC thing that's being worked on.

[06:23] 683 partners is the Russia house is the

[06:28] place is the place where the gun is

[06:31] found supposedly between one of these

[06:33] two locations. between one of those two

[06:36] locations.
