Notice of Intent to Raise Question of Privilege
A gentleman from South Carolina rose on the House floor to give formal notice of his intent to raise a question of the privileges of the House. Pursuant to clause 2A1 of rule 9, he introduced House Resolution 713, which seeks to censure Representative Ilhan Omar of Minnesota and remove her from the Committee on Education and Workforce and the Committee on the Budget.
Background on Charlie Kirk
The resolution begins by establishing Charlie Kirk's background and legacy. It describes Kirk as a lifelong advocate for freedom of speech, civil political discourse, and the political engagement of youth. The resolution characterizes him as a man of deep faith, a husband, and a father to two young children. On September 10th, 2025, Charlie Kirk was assassinated on the campus of Utah Valley University while exercising his First Amendment right to freedom of speech.
Representative Omar's Post-Assassination Actions
The resolution outlines a timeline of Representative Ilhan Omar's public statements and social media activity in the immediate aftermath of Kirk's assassination. On September 11th, 2025, one day after the assassination, Omar gave an interview on Zeteo's Town Hall with Mehdi Hasan in which she allegedly smeared Charlie Kirk and implied he was to blame for his own murder.
On September 12th, 2025, two days after the assassination, Representative Omar reposted a video on X (formerly known as Twitter) which disparaged the character of Charlie Kirk and those mourning his death.
Content of the Reposted Video
The resolution provides extensive quotes from the video that Representative Omar shared on social media. The video made several inflammatory statements about Kirk and his supporters:
- "Charlie Kirk is dead, and before the body got cold, the far right propped his corpse up as a cudgel for their holy war."
- "Don't be fooled. These people don't give a single [expletive] about Charlie Kirk. They are just using his death to further their Christofascist agenda."
- "Charlie Kirk was a reprehensible human being. He enacted his political agenda by preying on weak-minded people."
- The video accused Kirk of taking "complex socioeconomic issues and simplified them by pointing fingers at out groups, demonizing those groups and siccing his massive following on them."
- "Charlie Kirk was a stochastic terrorist, an adamant transphobe. He denied the genocide happening in Palestine. He believed the subjugation of women. And in his last dying words, he was spewing racist dog whistles."
- "Charlie Kirk was Dr. Frankenstein and his monster shot him through the neck."
The resolution emphasizes that the video Representative Omar reposted ultimately blamed Charlie Kirk for his own murder.
Violations of House Rules
The resolution cites clause one of rule 13 of the rules of the House of Representatives, which provides that "a member, delegate, resident commissioner, officer or employee of the House shall behave at all times in a manner that shall reflect credibility on the House."
The South Carolina representative argues that Representative Omar's actions in the wake of the assassination of Charlie Kirk are reprehensible and affect the dignity and integrity of the proceedings of the House. He contends that her actions do not reflect credibility on the House.
Resolution Details
The resolution formally seeks to:
- Censure Representative Ilhan Omar of Minnesota
- Require Representative Omar to present herself in the well of the House of Representatives for the pronouncement of censure
- Have Representative Omar censured with the public reading of the resolution by the Speaker
- Remove Representative Omar from the Committee on Education and Workforce
- Remove Representative Omar from the Committee on the Budget
This move represents a significant escalation in congressional response to statements made by members in the aftermath of Charlie Kirk's assassination, setting the stage for what promises to be a contentious debate about the boundaries of free speech, congressional decorum, and appropriate conduct in the wake of political violence.
