The CIA's Big Lie About MKUltra

Tom O'Neill has spent two decades investigating one of the most disturbing programs in American intelligence history. What began as an assignment covering the Charles Manson murders evolved into a comprehensive investigation revealing that everything the CIA admitted about MKUltra in the 1970s was false. According to O'Neill, the CIA claimed the program was a complete failure after spending 20-25 years and over $20 million. The truth, he says, is exactly the opposite.

The program actually succeeded in creating technology to replace true memories with false ones, advance people in time so they didn't know what period they were living in, and fundamentally take control of human thought processes. This groundbreaking and deeply troubling technology has been covered up and concealed for more than 50 years since the last congressional hearings on the subject.

Dr. Louis Jolyon West and Memory Manipulation

A 1956 document from Dr. Louis Jolyon West revealed the shocking capabilities developed under MKUltra. West reported successfully implanting false memories in people while removing true memories, making the alteration permanent so subjects would never know their memories had been replaced. Beyond memory replacement, West claimed he could manipulate people's perception of time itself, making them believe they were living in a different time period than reality.

This represented complete control over a person's thought process by controlling their memory—what O'Neill describes as "the most precious commodity of a person, because that's what we rely on." West also told the CIA he could induce specific mental disorders in people without their awareness and make those conditions permanent.

Jack Ruby's Psychotic Break

The connection between MKUltra and major historical events becomes clear when examining Jack Ruby's case. In April 1964, after Ruby was convicted of killing Lee Harvey Oswald, John F. Kennedy's alleged assassin, he was granted an appeal for a second trial. Dr. Louis Jolyon West, the same CIA psychiatrist who had secretly developed memory manipulation technology, was appointed to examine him.

Ruby had originally been pronounced sane and competent to stand trial. However, after spending 2-3 hours alone with West in a Dallas jail cell, Ruby experienced a psychotic break from which he never recovered. West continued treating Ruby until shortly before his death in 1967.

Two months after West's first visit, Ruby testified before the Warren Commission. Earl Warren, Arlen Specter, and Gerald Ford traveled to Dallas to take his testimony, but had to halt the proceedings because Ruby was babbling incoherently. Ruby pulled Arlen Specter aside to tell him that he heard the cries of Jewish children being slaughtered outside his jail cell at night—a clear indication of severe mental disturbance that hadn't existed before his encounter with West.

Charles Manson's Transformation

The Manson case presents an even more complex connection to MKUltra. In 1967, Charles Manson was released from federal prison and immediately violated his parole by traveling to the Bay Area. At the time, he was essentially an illiterate, anonymous 32-year-old ex-convict.

Manson began visiting a medical clinic in the Haight-Ashbury district where Dr. Louis Jolyon West was recruiting subjects for another CIA project he called the Haight-Ashbury project. What happened during Manson's time at this clinic remains unclear, but the transformation was remarkable.

Manson emerged from the Haight-Ashbury in 1967 as the monster known to history—someone with the ability to get people to kill on command. This capability aligned perfectly with MKUltra's ultimate objective: creating Manchurian candidates who could be programmed to murder people. Two years later, in 1969, the horrific Tate-LaBianca murders occurred, shocking the nation and forever changing American culture.

Is MKUltra Still Active?

When asked whether these experiments and activities continue today at the CIA, O'Neill provided a cautious but troubling answer. He testified to a congressional committee that he simply doesn't know for certain. However, he pointed out that the CIA lied in 1977 when they claimed they hadn't created any usable technology—when in fact they had.

Given this proven deception, O'Neill suspects that if the technology exists and works, the CIA likely still possesses and uses it. However, he emphasized he has no direct evidence of current programs, so he wouldn't say absolutely yes or no. The implication is clear: an intelligence agency that successfully developed mind control technology and then lied about it for decades is unlikely to have simply abandoned such powerful capabilities.

The Pattern of Concealment

What makes O'Neill's investigation particularly significant is the pattern it reveals. The same psychiatrist, Dr. Louis Jolyon West, appears repeatedly at critical moments in American history—developing memory manipulation technology for the CIA, examining Jack Ruby before his mental breakdown, and running a clinic in Haight-Ashbury where Charles Manson underwent a mysterious transformation.

The official narrative about MKUltra being a failed program costing millions of dollars with no results doesn't match the documented evidence. Instead, the program appears to have achieved its most disturbing objectives while the truth remained hidden from the American people for over half a century. O'Neill's 20-year investigation has pulled back the curtain on a chapter of American intelligence history that remains largely unknown and deeply unsettling.
