House Speaker Mike Johnson separately reflected on Kirk's impact through more than 3,500 Turning Point USA campus chapters, urging Congress to honor his legacy by promoting virtue and patriotism. Representative Ben Cline's tribute focused on Kirk's commitment to free speech and civic engagement among young Americans. Each speech was delivered under the House's one-minute floor-speech rule shortly after Kirk's death in September 2025.
