Kirk recalled election night 2020, when Arizona was called suspiciously early, making the state a central player in election integrity concerns. The current attorney general then used lawfare against Arizona conservatives, indicting Turning Point COO Tyler Bowyer and others like Anthony Kern for being alternate electors—tactics later used against President Trump himself.

The 2024 Victory and Looking Forward

Despite switching candidates and facing Kamala Harris, Arizona delivered the best performance among swing states in 2024, giving President Trump a nearly 200,000-vote victory. Kirk emphasized this election was fundamentally about who runs the country—James Comey and Valerie Jarrett, or the American people.

But the story isn't over. Kirk stressed that if the movement doesn't materialize victories at the state and local levels, the presidential win remains short-lived. That's why Turning Point is going all-in for Andy Biggs as the next governor of Arizona, someone endorsed by President Trump who has been a fighter on the border and every major issue, unafraid to challenge leadership.

Why Andy Biggs Matters for Mass Deportations

Kirk explained that mass deportations—which Americans voted for—cannot happen without harmony at state and local levels. While courts can fight back, the potential for Arizona's transformation requires a governor willing to work with President Trump, contact Department of Homeland Security Secretary Kristi Noem, and coordinate with Border Patrol. Instead, the current situation involves constant battles and fights.

Kirk praised Border Patrol agents, joking that with no one crossing the border anymore under Trump's administration, their Tetris scores have improved. He emphasized that Arizona, where almost everyone came for a reason rather than ancestral ties, represents the best of America—a place about doing, building families, businesses, and communities.

Arizona's Unique Position and Untapped Potential

Kirk highlighted what makes Arizona special: experiencing 110-degree heat in July (which keeps California progressives away), then visiting the Grand Canyon, Page, Flagstaff, or Prescott in the afternoon to see God's majesty. Turning Point chose Arizona as its headquarters over Denver, Atlanta, Charlotte, or Miami because this state is home and where Kirk is raising his children.

The goal, Kirk announced, is to make Arizona the new Florida—more conservative, more free, lower taxes, with no state income tax. Arizona has untapped assets: land for development, an incredible AI boom ready to happen, and entrepreneurial people. The state has grown from 100,000 more registered Republicans than Democrats in 2020 to nearly 330,000 more today.

The Five Big Problems

Despite becoming redder, Arizona faces five major challenges: a Democrat governor, Democrat Secretary of State, Democrat attorney general, and two Democrat senators. In a state Trump won by 200,000 votes, this disconnect must be addressed. Turning Point Action and Turning Point PAC are ready to run the gauntlet in 2026, making it too big to rig.

Kirk explained why nominating a moderate for governor would fail—many conservatives would stay home. To keep the Trump movement going, Arizona needs someone more like President Trump and the MAGA movement, not someone who can merely win a straw poll at the Paradise Valley Country Club. The state needs a true conservative as governor.

Andy Biggs Takes the Stage

Congressman Andy Biggs took the stage to thunderous applause, thanking special guests including Burgess Owens (Super Bowl champion and congressman), Lauren Boebert, Matt Gaetz, Sheriff Mark Lamb, Paul Gosar, and Eli Crane (Navy SEAL sniper turned congressman).

Biggs shared a humorous story about his first trip to Washington with Matt Gaetz, when their Uber driver suggested Biggs should pay for dinner because he looked rich—before seeing him wearing Crocs. He praised President Trump for calling Lamb someone who "looks like he came out of central casting" for an American sheriff.

Federalism and State Sovereignty

Biggs emphasized that President Trump is reinstituting federalism by eliminating the Department of Education, appointing Lee Zeldin to eliminate 31 major EPA rules, and shrinking the federal bureaucracy's footprint. This means returning power to states to govern themselves.

Biggs stressed that with Trump giving sovereignty back to states, Arizona must have a strong conservative governor to lead the country back. He pledged that Arizona will be the safest state in the country, will eliminate the income tax, and will have the strongest border. There's no reason Arizona won't excel and lead the nation.

The Biggs Agenda: First Week Priorities

Biggs outlined an aggressive first-week agenda. The day after the November 2026 election, when the House and Senate elect their leadership, Biggs will insist the new Speaker and Senate President meet with him for dinner to review bills that need to be pre-filed, including:

  • ICE detainer compliance bill (already federal law but vetoed by Governor Hobbs)
  • Election integrity bill (mirroring Florida's law, also vetoed by Hobbs)
  • Education protection bill
  • Border security measures

On inauguration day in January, Biggs plans a streamlined 8:30 AM swearing-in with minimal speeches, adjourning by 9:30 AM so the House and Senate can begin committee work by 10:00 AM on pre-filed bills. By the end of the first week, Biggs intends to sign all major legislation into law.

Border Security Task Force

Biggs criticized Governor Hobbs for eliminating the real border security task force as one of her first acts, then later announcing a weak replacement after Biggs entered the race. He pledged to work with the legislature to pass the ICE detainer bill within the first week and create Arizona's own border czar position (for which he already has a candidate in mind).

Arizona will have the strongest border security in the nation, working with sheriffs, tribes, local law enforcement, and the Department of Public Safety to prevent cartels from their human, child, and drug trafficking operations. Biggs defended ICE agents against Democrat attacks calling them "Gestapo" or "Nazis," emphasizing their essential role in enforcing laws not enforced under the Biden administration or current governor.

Economic Vision: Eliminating Income Tax

Biggs pledged to eliminate Arizona's income tax, arguing this will keep more money in citizens' pockets and, combined with President Trump's tax package, will benefit people from every economic demographic. Currently, businesses fly over Arizona to reach Texas or Florida because of the income tax. Eliminating it will attract businesses, create more jobs, and make Arizona an economic powerhouse.

Election Integrity

Biggs, who won his first congressional primary by just nine votes after multiple weeks of counting, emphasized the importance of knowing election results on election night. He noted that the state legislature passed an election integrity bill mirroring Florida's law, which Governor Hobbs vetoed. This bill will be part of his first-week agenda.

Biggs praised Justin Heap, the new county recorder, and emphasized the need for election reforms so Arizonans can have confidence in their electoral process.

The Trump Connection

Biggs shared personal stories about his friendship with President Trump, noting there's a difference between being endorsed by Trump and having his personal cell phone number. He recalled attending the World Series in Trump's box during the first administration but emphasized the real highlight has been working together to pass policy benefiting America and Arizona.

Biggs stated that Trump loves Arizona and America so much that nobody in their right mind would endure what he's endured otherwise. Biggs has been with Trump at every step of the way through non-stop attacks.

A Governor for All Arizona

Biggs pledged to be a governor for the entire state, mentioning counties throughout Arizona including Graham, Yavapai, La Paz, Yuma, Navajo, Apache, Santa Cruz, Pima, Greenlee, Gila, Mohave, Pinal, and Coconino. He emphasized working tirelessly while trusting in God, declaring that with God's help, all things are possible.

Making Arizona the Model

Both Kirk and Biggs emphasized the goal of making Arizona the model for the rest of the country. Kirk noted that when traveling nationally, he always returns to Arizona with a smile because of the beauty, grandeur, people, and community God has blessed the state with.

The rally, held unusually early at 16 months before the primary, served to set the record straight and tell the story correctly. Rather than allowing a different narrative to form, conservatives are taking control of their message and mobilizing early.

Call to Action

Kirk encouraged attendees to get involved by knocking on doors, donating, hosting fundraisers, and engaging with Turning Point Action and Turning Point PAC. The goal is to help Biggs win the primary, then focus all energy on defeating Governor Katie Hobbs and retiring her from office.

Biggs concluded by asking the crowd to keep fighting for freedom in America, to turn the state back to freedom-loving red, and prepare for Arizona's new golden age. Quoting the Battle Hymn of the Republic, he declared: "As he died to make men holy, let us live to make men free."
