The MAGA Doctrine: Charlie Kirk on President Trump Directing Military to Target Foreign Drug Cartels and the MAGA Doctrine

August 8, 2025

Charlie Kirk examines President Donald Trump's directive for the U.S. military to target foreign drug cartels, marking a shift in American foreign policy toward what Kirk calls the MAGA doctrine. Drawing parallels to President Monroe's hemispheric strategy, Kirk argues that decades of neoconservative foreign wars in the Middle East ignored the immediate threat killing Americans at home: fentanyl and cartel violence. With tens of thousands dying annually from drug overdoses, Kirk contends that Mexican drug cartels working with the Chinese Communist Party represent a clear and present danger to the homeland.

The MAGA Doctrine and Hemispheric Triage

President Donald Trump's foreign policy strategy centers on what Charlie Kirk describes as hemispheric triage—starting with conflicts furthest away and working toward our own hemisphere. The approach addresses active combat zones first: the Iran-Israel situation, Hamas, Russia-Ukraine, India-Pakistan tensions, and conflicts in Congo, Rwanda, and Cambodia. Trump operates under a different framework that Kirk calls the MAGA doctrine, drawing inspiration from President Monroe, the fifth president, who established the Monroe Doctrine about hemispheric dominance.

Kirk argues there's a fundamental difference between fighting over distant lands and establishing dominance in your own hemisphere. The warmongers, neocons, figures like Dick Cheney, George Bush, Paul Wolfowitz, and the architects of the neoconservative project have ignored the Western Hemisphere at great expense to the American people. For two decades, Americans were told the greatest threats existed in the hills of Kandahar, in Iraq, in the Tigris and Euphrates regions, in Damascus, or Libya.

The Cartel Threat and Fentanyl Crisis

Almost every community in America now has piles of bodies in morgues of people who have overdosed from fentanyl. Communities across the nation contain bodies of those who died because of Mexican drug cartels working with the Chinese Communist Party. The death toll includes victims of drug smuggling, human smuggling, sex slaves, and child slaves. The open border was made possible thanks to the Sinaloa drug cartel.

President Trump has now directed the military to target foreign drug cartels, using the full force of America's military in this hemisphere. The focus is on the Sinaloa drug cartel and the products undermining and destroying American communities. Trump has ordered the Pentagon to use armed forces to carry out what in the past was considered law enforcement.

Why Use Military Force Against Cartels

Kirk poses the question: What could possibly be more important than ensuring hemispheric dominance? The military has been used for air strikes in Syria, Libya, and across the world. Why not use it to protect the homeland when the threat is here right now? The Mexican government is very weak, with huge swaths of Mexico ruled by cartels that get rich off drugs, weapons, and people. They have weapons equivalent to a small army and often win battles against Mexican military forces.

Fentanyl overdoses kill tens of thousands of people annually, and fentanyl importation into the United States is an act of war.

Historical Precedent for Military Action

America has a history of operations like this. Two hundred twenty years ago, the nation was menaced by the Barbary pirates. The line in the Marine Hymn about the shores of Tripoli refers to a military campaign launched against them. More recently, 110 years ago, the U.S. Army was sent into Mexico to hunt for Pancho Villa, a Mexican warlord who raided America and killed American citizens. Eight years ago, President Trump used U.S. forces to crush ISIS in Syria and Iraq.

Western Hemisphere Dominance

The MAGA doctrine understands that the Western Hemisphere belongs to the United States, not the Chinese Communist Party, not the Sinaloa drug cartel. America has such overwhelming superiority in this hemisphere that there is no second place. The nation needs to shut out the Chinese Communist Party and go country by country, demanding disassociation from ports of entry and airports that the CCP has been allowed to build.

A Strategy for Victory

Kirk emphasizes this is not a war against the Mexican government or the Mexican people. The goal is to work with the best people in the Mexican government to liberate them from the captivity they suffer under Mexican drug cartels. As Secretary of State Marco Rubio explained, labeling the cartels as terrorist groups allows the United States to use other elements of American power—intelligence agencies and the Department of Defense—to target groups when opportunities arise.

[00:00] I visit hundreds of campuses every year

[00:02] and I see it everywhere. Kids are

[00:04] struggling to deal with their emotions

[00:06] and it's taking a serious toll on their

[00:08] mental health. That's why I'm excited

[00:10] about Angel Studios newest family film,

[00:13] Sketch. It's a fun, creative story about

[00:15] a little girl who drops her sketchbook

[00:17] into a magical pond and suddenly all her

[00:20] wild, messy drawings come to life. This

[00:23] is something I've been telling you about

[00:24] for a few months now. So, if you're

[00:26] already a premium guild member, you have

[00:28] your two free tickets. And if not, then

[00:30] become a premium Angel Guild member

[00:32] today and get two free tickets to see

[00:34] Sketch in theaters August 6th. If you're

[00:39] movies that are fun, hilarious, and

[00:40] meaningful, go to angel.com/kirk

[00:43] and become a premium Angel Guild member

[00:45] today. I want to get to some breaking

[00:47] news. And this is something we've been

[00:49] waiting for here on this program,

[00:50] something that we voted for. It's

[00:52] something that is so beyond necessary,

[00:54] which is that President Donald Trump's

[00:56] entire foreign policy strategy is

[00:59] hemispheric triage. We start with the

[01:02] conflicts furthest away and we work our

[01:05] way towards our own hemisphere. Now, why

[01:08] would you start with the stuff furthest

[01:09] away? Because that's the active combat

[01:11] zones. So, you figure out the Iran

[01:14] Israel situation. President Trump is

[01:16] figuring out the Iran Hamas situation.

[01:18] He's trying to figure out Russia

[01:20] Ukraine. He figured out India, Pakistan,

[01:21] you got Congo, Rwanda. You're starting

[01:24] to figure your C the Cambodian

[01:26] situation.

[01:28] President Donald Trump has a different

[01:30] doctrine. I call it the MAGA doctrine. I

[01:33] wrote a book called the MAGA doctrine

[01:35] back in 2020 about this exactly, which

[01:39] is the same way that President Monroe,

[01:42] the fifth president, wrote the Monroe

[01:44] Doctrine about hemispheric dominance.

[01:46] President Donald Trump believes the same

[01:48] that it's one thing to go fight over

[01:50] lands of sand and death abroad. It's

[01:54] completely different to all of a sudden

[01:56] have dominance over your own hemisphere.

[01:59] And if we are honest, the wararm

[02:01] mongers, the neocons, the Dick Cheney,

[02:04] the George Bushes, the designers and the

[02:07] architects, the Paul Wolfowitz's

[02:10] neoonservative project have ignored our

[02:13] own hemisphere and quite honestly at

[02:16] great expense to the American people

[02:18] because we were told the greatest threat

[02:20] were in the hills of Kandahar or the

[02:22] greatest threat was in Iraq or the

[02:25] greatest threat was in the Tigris and

[02:27] the Euphrates or it was in Damascus or

[02:29] it was in Libya. And let's be honest,

[02:32] that has been a failed project. The

[02:34] regime change wars the last 20 years,

[02:36] Iraq war, Afghanistan war, meddling in

[02:38] Syria, meddling in Libya. All the while,

[02:42] a different act of war has been killing

[02:45] our fellow countrymen. A different act

[02:48] of war that has been imported, produced,

[02:50] refined, and imported into our own

[02:53] homeland. And we kind of ignored it

[02:55] being like, well, we have to make sure

[02:56] we keep the terrorists at bay in the

[02:58] Middle East. No one on this program is

[03:00] proter, but excuse me, almost every

[03:02] single community in America has piles of

[03:06] bodies right now in morgs of people that

[03:08] have overdosed from fentanyl.

[03:11] Has piles of bodies of people that have

[03:15] died because of the Mexican drug cartels

[03:18] that worked with the Chinese Communist

[03:20] Party. Not to mention the drug

[03:22] smuggling, the human smuggling, the sex

[03:24] slaves, the child slaves. The open

[03:27] border was made possible thanks to the

[03:29] Sinnola drug cartel that changed what

[03:31] they were trafficking from drugs to

[03:34] people. Now, as a side note, I just have

[03:36] to kind of get a little bit of a gut

[03:37] punch in there, which will irritate some

[03:39] of my friends listening.

[03:42] We were told the cartels would grow

[03:43] weaker when we legalized marijuana.

[03:45] Turns out they're stronger, they're

[03:47] richer, they're wealthier, and they just

[03:48] got into heavier produce and more

[03:51] product. The legalization of marijuana

[03:53] did not weaken the cartels. It actually

[03:55] strengthened them and sharpened their

[03:57] resolve. Today, President Donald Trump,

[03:59] breaking news, directs the military to

[04:01] target foreign drug cartels. This is

[04:04] what we voted for, everybody. We want a

[04:07] president to use the full force of our 1

[04:10] trillion dollar military in this

[04:12] hemisphere.

[04:14] We want them to be focusing on the Sola

[04:18] drug cartel. We want them to be focusing

[04:22] on the products, the drugs, the heroin,

[04:26] the cocaine, the things that are

[04:29] undermining and ruining and destroying

[04:32] our own communities. President Donald

[04:35] Trump has ordered the Pentagon to use

[04:36] armed forces to carry out what in the

[04:38] past was considered law enforcement.

[04:42] What could possibly be more important,

[04:44] by the way, than making sure that we

[04:46] have hemispheric dominance? We've used

[04:48] our military for many other different

[04:51] things. We use our military to do air

[04:52] strikes in Syria, to do air strikes in

[04:54] Libya. We used our military all across

[04:57] the world. Why don't we use our military

[04:58] to protect our own homeland when it's

[05:01] here right now? As I'm doing this

[05:03] program here in Phoenix, Arizona, a

[05:05] couple hundred miles from here is the US

[05:07] southern border. That matters a lot more

[05:09] than the border of Ukraine, the border

[05:10] of Syria, the border of Iraq, the border

[05:12] of Afghanistan, or the borders of Iran.

[05:14] Our military does not exist to fight

[05:16] foreign governments.

[05:18] In this world, there are dangers to

[05:20] Americans that are not just from foreign

[05:23] armies. There are a lot of places in the

[05:25] world where governments are weak. There

[05:27] are places where the land is ruled by

[05:28] bandits, criminals, and warlords. And

[05:31] Mexico is one of those places. The

[05:33] Mexican government is very weak. Huge

[05:36] swaths of Mexico are ruled by the

[05:38] cartels. They get rich off the drugs,

[05:40] weapons, and people. They have weapons

[05:42] of a small army. They often win battles

[05:45] against Mexican military forces. Now,

[05:47] there is a Mexican marine force that

[05:49] fights very hard, and they are not

[05:51] influenced by the cartels, but they are

[05:52] outnumbered. They are outgunned, and

[05:54] they are outmanned many different times.

[05:58] The cartels have countless police and

[05:59] politicians in their pocket. And right

[06:02] now, they menace our border routinely.

[06:04] Now the border is completely secure. So

[06:06] the cartel has to figure out other ways

[06:08] to get product into the United States.

[06:11] But of course fentanyl overdoses, tens

[06:13] of thousands of people die via fentanyl.

[06:16] And let me be clear, fentanyl

[06:18] importation into the United States is an

[06:20] act of war.

[06:24] So what do we have an army? Why do we

[06:26] have a $1 trillion fighting force if

[06:30] we're not willing to use it to defend

[06:32] our own homeland when we used it to

[06:34] invade Iraq, invade Afghanistan, meddle

[06:37] in Syria, meddle in Libya, meddle in

[06:40] every other corner of the world. But

[06:41] we're not willing to use it against the

[06:43] Mexican drug cartels. That is changing

[06:45] thanks to President Donald Trump.

[06:47] America has a history of operations like

[06:49] this. 220 years ago, we were menaced by

[06:52] the Barbarie pirates. They were

[06:54] basically the drug cartels of their day.

[06:55] The line in the Marine Hill him to the

[06:58] shores of Tripoli is about a military

[07:00] campaign we launched against them to

[07:02] stop raids on American shipping. More

[07:05] recently, 110 years ago, we sent the US

[07:08] Army into Mexico to hunt for

[07:10] Ponchovilla. He was a Mexican warlord

[07:13] who raided America and killed American

[07:15] citizens during the Mexican Revolution.

[07:17] And for that matter, eight years ago,

[07:19] President Donald Trump used US forces to

[07:22] crush ISIS in Syria and Iraq.

[07:26] We should not be afraid to use the

[07:28] finest military on the planet, to use

[07:30] the F-22s, the F-35s, to use the

[07:33] bombers, the drones, the UAVs, the

[07:35] Marines, air power, Navy Seals, special

[07:37] operations, special lowintensity

[07:40] conflict operations. It should be all on

[07:42] the table to go and protect the

[07:44] homeland. If there is a fentanyl

[07:46] processing facility in Mexico, a drone

[07:49] strike should be on the table. We should

[07:50] go to the Mexican government and say,

[07:52] "Here are 50 sites. If you do nothing

[07:54] about it in the next 24 hours, we're

[07:56] going to come in with superior air

[07:57] power. We're going to start taking out

[07:59] these drug labs, one after the other.

[08:02] We're going to go take out cartel

[08:04] leaders. We're going to go take out the

[08:08] military force that is menacing our

[08:10] nation. Our military can, this is key,

[08:14] fight these bandit armies. Far more

[08:17] Americans are killed by cartels than

[08:19] ever were killed by Russia or China or

[08:22] North Korea. This is a war that we

[08:24] actually support. Because you know why?

[08:27] This is a war the people of Pittsburgh

[08:29] can feel a connective tissue to. This is

[08:31] a war the people of Marshall, Iowa can

[08:35] feel a connection to because they have

[08:38] invaded the nation through foreign enemy

[08:40] alien invaders. They have sent drugs

[08:42] into our communities.

[08:44] There's so much news happening

[08:45] everybody. But this is such a promising

[08:48] development. Understand again the

[08:50] President Donald Trump MAGA doctrine is

[08:52] let's settle all these foreign conflicts

[08:55] and now we're going to go through a

[08:57] lens. And by the way, just so we're

[09:00] clear, we have we're about we're not

[09:01] even done with the first chapter of

[09:03] Trump 2.0. And I and I had a great

[09:06] conversation with him recently about

[09:07] this. I think the second term is just

[09:09] far better and far more energy and far

[09:12] more purpose and far more direction. But

[09:15] there's two big other fights that are

[09:16] happening that are going to happen right

[09:18] around the corner. Panama and Greenland.

[09:21] Those are not done and they shouldn't

[09:23] be. We need to have some way to broker a

[09:26] deal to get Greenland and we need to

[09:27] take complete control over Panama

[09:29] because that is the MAGA doctrine. And

[09:31] you see the MAGA doctrine is

[09:34] understanding the Western hemisphere is

[09:36] ours. It's not the Chinese Communist

[09:37] parties. It's not the Cinnolola drug

[09:39] cartels. It's not some sort of thug

[09:41] tinpot dictator. And the cool thing

[09:43] about our hemisphere is we there that we

[09:46] are so above. There is no second place.

[09:50] If you were to look at the Western

[09:51] Hemisphere, who would the second most

[09:53] powerful country be? Brazil, maybe

[09:56] Canada. And I'm not making fun of these

[09:58] countries. It's just we we have such a

[10:01] lock and we are so blessed by God

[10:03] Almighty that we can have a complete

[10:05] domination. We can have complete

[10:09] control of this hemisphere as we should.

[10:12] We can ice out the Chinese Communist

[10:14] Party and we need to go country by

[10:16] country and say you have to disassociate

[10:18] your your ports of entry, your airports

[10:20] that you've allowed the Chinese

[10:21] Communist Party to build. Like Lula in

[10:24] Brazil, this guy is taking in billions

[10:26] of dollars of Chinese cash. And

[10:28] understand the Chinese Communist Party,

[10:30] they're very similar to Islamists. You

[10:32] understand? We have the Marxists, we

[10:33] have the we have the CCP, and we have

[10:35] the Islamists. And one thing that the

[10:37] Islamists and the CCP have in common is

[10:39] they're trying to take over the West by

[10:41] nonmilitary means. This is this is key.

[10:44] You see, we are seeing a civilization

[10:46] where we are inviting our own demise.

[10:49] We're saying, "Oh yeah, come on and

[10:50] immigrate because we're a nation of

[10:51] immigrants." Secondly, we have the

[10:55] Chinese Communist Party that's coming

[10:56] and oh yeah, go up and buy all of our

[10:58] critical infrastructure and buy our

[11:00] companies and this kind of working in

[11:02] harmony one two combo of the Chinese

[11:04] Communist Party Islamist threat. They

[11:07] are working together to take over the

[11:10] Western Hemisphere. And this statement

[11:13] here by President Trump, let me just

[11:15] kind of read here in the New York Times.

[11:16] The US military has conducted anti-drug

[11:18] training including with Colombian and

[11:20] Mexican troops. Let me be very clear.

[11:21] This is not a war against the Mexican

[11:23] government. No, we want the best people

[11:26] in the Mexican government to be purged

[11:28] and to be liberated from the captivity

[11:31] that they are suffering under from the

[11:33] Mexican drug cartels. This is not a war

[11:35] against the Mexican people at all. No,

[11:38] this is a war against the menace that is

[11:41] not some sort of small thing. This kills

[11:43] tens of thousands of Americans. Drug

[11:45] overdoses are near a hundred,000

[11:49] a year. And President Donald Trump is

[11:51] getting those numbers down right here.

[11:54] Quote, "Labeling the cartels as

[11:55] terrorist groups allows the United

[11:57] States to use other elements of American

[11:58] power, intelligence agencies, and the

[12:00] DoD to target groups if we want if we if

[12:03] we have an opportunity to do it. We have

[12:05] to start treating them as armed

[12:07] terrorist organizations," Marco Rubio

[12:09] says. And Marco's great, phenomenal, not

[12:12] simply drugdeing organizations.

[12:17] That's this is the key. They are they

[12:18] are foreign terrorist organizations that

[12:21] should meet the might of the US Air

[12:24] Force that should meet the might of Navy

[12:28] Seals.

[12:31] And you think about it, why has it taken

[12:34] so long for us to do this? It's because

[12:37] the neoconservative globalist project,

[12:40] they are more than willing than sending

[12:42] your son or your daughter in some cases

[12:45] to a foreign war thousands of miles

[12:47] away. But the immediate threat right in

[12:50] your face, they ignore. And let's be

[12:53] honest, because for decades, the cartels

[12:55] are actually allies of Washington DC.

[12:58] They help smuggle illegals in. So when

[13:01] they want to replace the native

[13:02] population in this country, the great

[13:04] replacement strategy is made possible

[13:07] thanks to the cartels. The great

[13:09] replacement reality is made possible

[13:12] thanks to the Sinnola drug cartel and

[13:14] thanks to all of these terrorist

[13:15] organizations.

[13:18] They keep Latin America so chaotic so

[13:21] that every migrant quote unquote has an

[13:23] asylum came and then we give asylum to

[13:25] actual gang members.

[13:28] understand that the drug cartels are one

[13:31] of the primary actors, one of the

[13:33] primary components in this machinery

[13:37] that has been the great replacement

[13:39] reality.

[13:40] And President Donald Trump is finally

[13:43] willing to slam it down.

[13:47] If you're going to go be running a

[13:48] fentanyl lab and a single one of those

[13:50] pills goes and kills an American kid in

[13:54] Scottsdale, we will drone strike that

[13:56] fentanyl lab. If you dare try to kill

[13:59] Americans in Columbus, Ohio, we will

[14:02] send in the Navy Seals. We can be

[14:04] supportive of Mexico, too. This would

[14:06] not be a war against the Mexican

[14:08] government. We could say to Mexico,

[14:09] "Hey, if you collaborate with us on the

[14:11] border and on deportations, we'll give

[14:13] you as much support as you need to

[14:15] destroy the cartels. We can work with

[14:17] the good actors in the Mexican

[14:18] government alongside of them to go after

[14:20] them and liberate them from the Senate

[14:23] drug cartel who is vicious and brutal

[14:25] and nasty and cruel. They hang people in

[14:29] the streets. They slit their throats and

[14:31] let them bleed out in public and they

[14:35] have killed hundreds of thousands of

[14:37] Americans. We are currently spending

[14:39] hundreds of billions of dollars on a war

[14:40] against Russia that President Trump is

[14:42] trying to end. I'm sorry for all the war

[14:45] hawks and the oxygenarians in DC that

[14:48] are so worried about Russia. Here's a

[14:50] little bit of a fact for you.

[14:53] The Mexican drug cartels with CCP

[14:55] support via drugs have killed an

[14:58] exponentially more amount of people than

[15:00] the Soviet Union or the Russian

[15:02] Federation ever has. Maybe it's time for

[15:04] us to fight the true enemy, which has

[15:06] been killing our fellow countrymen.
