Peter Navarro Explains President Trump's Tariff Strategy in America's War Against Fentanyl and Chinese Chemical Producers

Peter Navarro, counselor for trade and manufacturing to President Trump, breaks down the administration's tariff implementation on China, Mexico, and Canada. Navarro makes clear this isn't a trade war, it's a drug war against fentanyl flowing across American borders. With 75,000 Americans dying annually from Chinese-produced fentanyl precursors processed by Mexican cartels, Navarro explains how the White House is using the International Emergency Economic Powers Act to force these nations to stop the deadly flow. He contrasts Trump's nationalist economic approach with the failed globalist model that turned America into "uncle sucker" with trillion-dollar trade deficits, and reveals why Canada has become one of the worst actors in allowing drugs and terrorists across the northern border.

The Fentanyl Crisis Killing 75,000 Americans Annually

Peter Navarro joined Charlie Kirk to explain President Trump's tariff strategy, emphasizing a critical distinction that mainstream media often misses: America is not in a trade war—it's fighting a drug war. The scale of the crisis is staggering. Approximately 75,000 Americans die every year from fentanyl poisoning, roughly equivalent to the number of people who will sit in the Superdome for the Super Bowl. The death toll surpasses American casualties from the entire Vietnam War, yet it happens year after year.

The demographic most affected are Americans aged 18 to 45, the prime working age bracket. Fentanyl is a synthetic opioid so potent that a single grain can kill. Communist China manufactures the precursor chemicals, exports them to Mexico, and then Mexican drug cartels process them in small factories. The cartels produce straight fentanyl pills and lace other drugs—heroin, speed, and more—with the deadly substance.

Navarro explained that this has been an ongoing battle since Trump's first term. The problem has only worsened under subsequent administrations, and President Trump campaigned on a promise to stop Americans from dying from deadly Chinese fentanyl coming through Mexico and Canada.

Trump's Legal Authority and Tariff Implementation

President Trump used the International Emergency Economic Powers Act (IEEPA) to impose tariffs as a forcing mechanism to stop the fentanyl flow. This act provides the president broad authority during times of crisis—in this case, both a public health crisis and a border security crisis—to use tools such as tariffs to solve the problem.

The tariffs were imposed on Saturday by executive action:

  • China: 10% tariffs
  • Mexico: 25% tariffs
  • Canada: 25% tariffs

Navarro announced that Mexico successfully negotiated a 30-day pause in the tariffs after agreeing to deploy 10,000 additional troops at the border along with other cooperative measures. The Mexican government has been helpful and willing to negotiate, standing in sharp contrast to Canada's response.

Canada's Role as a Bad Actor

According to Navarro, Canada has essentially declared a trade war in response to what is fundamentally a drug war. Canada has a lame duck prime minister who appears to want to go out in a flourish but shows no regard for either Canadian or American welfare.

Canada's failures go beyond just allowing fentanyl to flow through. Nearly a hundred terrorists on the watch list have been apprehended in America after coming through the northern border. Small packages of fentanyl come directly from China through the mail, and Mexican drug cartels are operating labs in Canada. Rather than bending over backward to help stop this carnage, Canadian authorities have been obstructionist.

Trump's Nationalist Economic Philosophy vs. Globalist Consensus

Navarro provided insight into the philosophical worldview difference between President Trump and the neoliberal Washington DC corporate consensus. The globalist view is rooted in the Ricardian trade model taught in every undergraduate economics course. This model assumes that free trade among countries with mobile labor and capital creates a bigger economic pie because everything becomes more efficient, making life better for everybody.

But Navarro pointed out that when you read the fine print, the globalist model falls completely apart. First, some countries win while others lose. Second, there's no such thing as free trade in practice. The United States has become the "uncle sucker" of the world when it comes to trade—America has the lowest tariffs and lowest trade barriers in the world, resulting in a trillion-dollar trade deficit every year.

President Trump's nationalist economic populist view is America First. The administration must defend American factories, jobs, and sovereignty against unfair trade. The sovereignty issue is critical: when you run a trillion-dollar trade deficit annually, foreigners use that money to buy pieces of America. This creates an unsustainable equilibrium.

The Different Categories of Trump's Tariff Strategy

Navarro outlined the different buckets of tariffs President Trump is implementing:

  • A commitment to a global tariff to deal with the trade deficit issue
  • A review of steel and aluminum tariffs, which were successfully implemented by Trump in 2018 but eroded by the Biden Administration
  • Strategic and national security tariffs

The current fentanyl-related tariffs fall into the strategic and national security category. Navarro recalled being in the Oval Office during Trump's first term when the president asked whether they could impose tariffs on Mexico to force them to seal the border. Navarro said yes, and White House legal counsel Pat Cipollone confirmed it was legal. Trump made the threat, globalist heads exploded, and within 24 hours Mexico sent 20,000 troops to the border and signed the Remain in Mexico policy.

The America First Trade Policy Blueprint

Navarro urged everyone to read the presidential memorandum titled "America First Trade Policy," which lays out the entire trade agenda for the next 100 days. The document covers everything from investigations about possible global trade, export controls, currency manipulation, steel and aluminum, critical minerals including rare earth elements, and essential medicines.

According to Navarro, reading this presidential memorandum provides great insight into the trajectory of trade policy under the Trump administration.

The Tempo Inside the White House

When asked about the pace of operations inside the White House, Navarro contrasted the current term with Trump's first: "Totally different from the first term. We were turtles, now we're thoroughbred horses. We're at the top of the learning curve rather than at the bottom."

The administration achieved a record number of executive orders signed on day one and continues operating at maximum velocity. The team knows what needs to be done and is executing without the learning curve that slowed the first term.

This Is Not a Trade War

Navarro emphasized the framing: America is not in a trade war. America is in a drug war with Chinese chemical producers, Mexican drug cartels, and Canadian authorities who are allowing fentanyl, other drugs, contraband, and terrorists into the country.

Border security was the single most important issue in the election, followed by trade. President Trump made promises, and as Charlie Kirk knows better than anyone, the president keeps his promises. Trump is going to stop fentanyl from killing Americans by forcing China, Mexico, and Canada to put an end to what they're doing.

Each of these three countries has a different role in the process, but when you add it all up, all three have the capability to stop killing Americans. That's what they're going to do, or face the consequences of continued tariffs and other measures.
