Charlie Kirk and Luke Barnett Share Vision for Biblical Citizenship and the Great Citizen Movement of 2021

Charlie Kirk reflects on how 2021 transformed from a year of helplessness into an unexpected citizen uprising, led by parents confronting school boards and churches refusing to back down. Speaking at Dream City Church's Freedom Square gathering with Pastor Luke Barnett, Kirk explains how the tension between rulers and the ruled reached a tipping point, creating what historians may call "the great inversion." From moms being labeled domestic terrorists to Joe Rogan's record-breaking interviews challenging official narratives, Kirk argues Americans are reclaiming their rightful role as co-owners of the national project. He and Barnett discuss the power of fasting, the rebirth of local engagement, and their partnership to inspire pastors nationwide to build biblically-grounded, uncompromising churches that empower citizens for local change.

From Helplessness to the Rise of the Citizen

Charlie Kirk opened the Freedom Square gathering at Dream City Church by contrasting the despair of 2021's beginning with the unexpected citizen movement that emerged by year's end. He recalled how 2020 left Americans feeling helpless as they watched the unraveling of the nation they loved. That sense of powerlessness created anger and unsettlement throughout the country.

Kirk explained that Freedom Square exists to create biblical citizens inspired for local change. He emphasized that citizenship itself is rare in human history. Most people throughout time lived as serfs, subjects, or slaves. To be a citizen means to be a co-owner of the national project, derived from the Greek word itself. Yet the American ruling class in 2021 attempted to turn a nation of citizens into a nation of subjects.

The Great Inversion: When Parents Became the Resistance

Kirk identified what he called "the great inversion" as the defining story of 2021. The year began with low morale among those who love freedom, and rulers who seemed untouchable. But beginning in May 2021, something shifted. Moms and dads started rising up at school board meetings across the country, including throughout Arizona.

These gatherings became pressure release valves for citizens angry about multiple issues: inflation, supply chain crises, Critical Race Theory in schools, and mask and vaccine mandates on children. When the Department of Justice issued a memo calling parents who showed up to school board meetings "domestic terrorists," the game changed dramatically.

Kirk explained this as Newtonian physics in slow motion: for every action, there's an equal and opposite reaction. Every time authorities raided a journalist's apartment or labeled a mom a domestic terrorist, a hundred more people showed up to advocate for what is righteous, true, beautiful, and good.

The Sign of a Country That Wants to Save Itself

Kirk pointed to a crucial indicator that Americans want their country back: things are getting more local. When the United Kingdom wanted to leave the European Union, that was a good sign. When parents care more about city council than Congress, that's actually healthy. When focus shifts to smaller concentric circles, it signals regular people saying they might not control Chuck Schumer, but they can have a say in Chandler, Gilbert, or Peoria.

This localization led to a rebirth of family-focused political conversations in 2021. The church mattered more than ever before. Kirk specifically praised Dream City Church for their impact on the Arizona community. He emphasized three levels of government as they were always meant to be: the family, the church, and the city.

Kirk reminded the audience that the founding fathers were skeptical a republic could function at the scale of 330 million people. The momentum building is unstoppable: Americans are focusing on places they drive by every day, building up from there. He recalled when states were given preference over the federal government, not the other way around, noting that the states created the federal government, not vice versa.

The Hedge: When Rulers Become Paranoid

Kirk observed an increasing paranoia among rulers toward the ruled. He cited Anthony Fauci appearing on television to admit they've been overcounting COVID numbers, something previously dismissed as conspiracy theory. Kirk noted he prays for Fauci's soul and hopes he finds Jesus, believing it would make him happier and less fear-driven.

The reason for this hedging, Kirk explained, is that something profound happened in the last 30 days. Joe Rogan, who Kirk described as an unusual character deserving respect, had the most downloaded episode ever with Dr. Peter McCullough and Dr. Robert Malone, reaching 60 million downloads. That's a civilization of people pursuing a separate narrative from what they've been told.

Public opinion polling reflects this shift. A majority of Americans do not feel that lockdowns, mask mandates, or vaccine mandates are necessary in response to Omicron, yet certain states continue implementing them anyway. Kirk framed this as the regime starting to fall and citizens starting to rise up.

Where Christians and the Church Need to Focus

Kirk emphasized the empowerment of citizens as co-owners of the national project. He acknowledged that mega-organizations like the CDC, Amazon, and Google won't stop, but there's increasing unease that every ounce of energy they invest is being used against them.

The sign of a healthy country, Kirk explained, starts with individual salvation with the Creator, then the health of family, then church, then city and community. He's witnessing the rebirth of this pattern in ways he hasn't seen in ten years of work. The homeschooling population doubled in 2021.

The Vision of Shamgar: Starting Where You Are

Pastor Luke Barnett shared his message on how to save a nation, focusing on the biblical figure Shamgar from the Book of Judges. Shamgar saved Israel by killing 600 Philistines with an ox goad, a farming tool with a sharp tip on one end and a chisel on the other.

Barnett explained that Shamgar was not yet a judge but was making a difference in his nation by starting where he was. He was a man of vision. Vision, Barnett defined, is a picture of your future that creates passion in you. It gets you out of bed in the morning and gives life energy.

Barnett shared his personal story of going on a 40-day Daniel Fast in 2013 when his father had heart valve repair. He climbed the mountain behind the church every day for 40 days, seeking God for vision for the church's future. After 40 days, God downloaded something into his spirit, giving him clear vision that changed the church's trajectory. They went from one campus to nine in seven years and built America's largest human sex trafficking relief organization.

The Power of Fasting and Prayer

Barnett explained that Dream City Church was challenging their congregation to the John Wesley fast, a 24-hour fast from Tuesday lunch to Wednesday lunch. This fast sustained the longest revival in history. The church would gather with thousands of prayer requests from people needing breakthrough in healing, finances, or family restoration.

The gathering would include 15 minutes of worship, 15 minutes of teaching on prayer principles, then 20 minutes of people walking around praying for others' requests by name. It would conclude with corporate prayer for the nation, city, schools, and families, happening every Wednesday in January.

Kirk added his perspective on fasting, explaining it's a way to deny the flesh and reorient yourself to God. In a world focused on the flesh, it's an intentional way to say no to immediate needs. He noted the neuroscience behind fasting: at hours 20-24, mental clarity peaks because the body redirects remaining calories to seeing, hearing, and thinking clearly. The mental breakthroughs at these hours are incredible, producing some of the greatest prayers a person can have.

Only God Should Have All Three Powers

Kirk closed his opening remarks by explaining that the founders believed, as written in Alexander Hamilton, John Jay, and James Madison's private journals, that only God should have executive, legislative, and judicial authority simultaneously. This is why they intentionally separated these powers.

The founders realized true immediate authority needs to be invested in the people. This creates great danger with independent regulatory agencies run by people who are unelected, unknown, and have almost unaccountable power.

Kirk emphasized that if the momentum continues, if people keep praying, fasting, showing up to events and school board meetings, running for office, consuming news and staying informed, they're about to live through the greatest, most unexpected citizen movement in a generation. He believes it will be led by the church, which has always been the one like a trust fall that has caught America and brought it back into posture at every awakening.

Dream Conference: Stand

Barnett shared about the upcoming Dream Conference in the first week of February, themed "Stand." Thousands of pastors from across America would gather to learn how to grow their churches and receive ideas for ministries. This year's focus is challenging and encouraging pastors to take a stand in their cities.

Barnett explained his belief that the hope of America is strong churches in cities, with two-fisted men and women of God who will stand up without apology and preach the whole truth from the word of God. The conference aims to show pastors what a strong, biblically-based, uncompromising church looks like, inspiring them to create a spark in their own cities.

The Partnership Story

Kirk shared the story of how the partnership began. In summer 2020, during pandemic uncertainty and local government pressure, he received a call from Dream City Church. Conditioned to expect cancellations, Kirk braced for disappointment. Instead, Luke and Angel called to say despite backlash, they were standing with him and doing the event.

Kirk was blown away by a church willing to stand when he'd been so used to being let down. The event was packed and amazing. This led to their ongoing partnership and the birth of Freedom Square.

Barnett explained that after President Trump's polarizing appearance at their church, some staff members left, demanding the pastor cancel Turning Point events. Barnett refused, saying his father raised him to keep his word. He began praying that God would use their church to impact churches across America.

God was speaking to both Kirk and Barnett simultaneously. They came together with the idea of Freedom Square, realizing Dream Conference gave them the ears of pastors for three days. They could show these pastors what a strong, biblically-based, uncompromising church looks like.

Why the Church Must Engage

Barnett addressed critics asking why the church is getting involved in government and politics. His response: "I have not changed. The world around us has changed." He explained with an illustration: if the church maintains distance from the world, but the world moves further from God, the church also moves further from God while thinking they're still separate.

Barnett emphasized they've always been fighters and scrappers who push back when pushed against the wall. Dream City Church hasn't changed one bit in their commitment to stand for truth.

Q&A: Homelessness Crisis

A student from Colorado Christian University asked about the biblical role of church, government, and individuals regarding the homelessness crisis in Denver and Lakewood.

Barnett responded simply: if the church would be the church, we wouldn't have a homeless problem in America. The church has failed by becoming a bureaucracy of people who sit, sing, and go home. If Jesus walked the planet today, he would be helping the hurting, feeding the hungry, and clothing the naked. Dream City is a blue-collar church buying hotels to recover people and get them off drugs and alcohol.

Kirk added his view that open-air homelessness shouldn't be tolerated. It's not good for society or children to be raised seeing panhandlers. It demoralizes populations, creates messiness, allows communicable diseases, and creates apathetic postures toward suffering.

He categorized homeless populations: those who lost jobs, those dealing with addiction (95%), those with serious mental health issues needing treatment, and those who don't want to stop being homeless. Kirk advocated the Rudy Giuliani position: love and empower people, but you can't make street corners your living room. It's not good for that person and makes them prone to being taken advantage of.

Q&A: Building a Business with Vision

A student from Paradise Valley Community College asked about concerns and thoughts on growth, referencing Turning Point's journey from a small gathering to 10,000 attendees at AmericaFest.

Kirk shared key lessons. When starting Turning Point USA, secular people wrongly encouraged him not to talk about God publicly. As soon as he started talking about God and Jesus, two things happened: attacks and persecution ramped up, but blessing also increased dramatically.

Barnett emphasized the importance of vision as a picture of your future that creates passion. Without vision, people perish or cast off restraint, living like everyone else with nothing godly in their lives. He encouraged seeking God for fresh vision.

Kirk encouraged aiming for things that matter and prioritizing correctly so life naturally orders itself. Self-control as the fruit of the Spirit is crucial. Spiritual attacks don't stop after giving your life to Christ; sometimes they intensify, especially for church leaders. At a young age when starting a business, take the biggest reasonable and virtuous risk possible because you have little to lose.

Q&A: Moving Beyond Rhetoric

An 18-year-old speaker asked about shaping the conservative movement away from repetitive rhetoric toward facts, stats, and history.

Kirk first complimented the young man for consistently showing up at events dressed professionally, embodying the principle that 95% of life is just showing up. Proximity and presence matter.

Kirk cautioned against being condescending toward the 45-year-old plumber or police officer who doesn't know as much about economics. However, certain people in conservative leadership do need to take learning more seriously. Kirk has seen a new desire and thirst to go deeper in the citizenry.

He encouraged starting with the Bible, taking Hillsdale online courses, and picking an audiobook per month to listen to for 10 minutes daily during commutes. The balance is important: don't be the 20-year-old who walks into every room thinking you know more than everyone. Upload information but seek wisdom from others.

Q&A: One World Government and Bible Prophecy

A student asked about the book "Lawless" and its discussion of one world government, the UN, EU, globalists, climate change, and COVID being used to prepare minds for end times scenarios.

Barnett responded that what we've seen sets us up for this reality. The control of government and how churches and pastors went along with lockdowns was a wake-up call. The spirit of antichrist is operative even if the antichrist isn't alive now. Technology now makes it possible for one charismatic personality to hypnotize billions through phones. We could be in a cashless society, which Revelation alludes to.

Kirk appreciated learning about Bible prophecy but cautioned against it leading to inevitability of decline and doing nothing. Scripture says occupy till he comes. We must be salt and light in every way. Jesus emphasized the hour and day are unknown. Things are clearly falling into place, but we can't just run to the hills. We must lean in during this harder call.

Barnett encouraged reading Revelation because John says blessed are those who read it. Don't get to heaven and tell John his book was too weird to read. If the Spirit lives inside you, He will help interpret it. We're supposed to hasten the Lord's return by becoming soul winners and telling others about Jesus. When the whole world hears the gospel, He will return. Consider what you want to be caught doing if Jesus returned.

The Case for Christ

Kirk and Barnett concluded by making the case for Christ in the new year. Kirk explained people come to Jesus different ways: through transformational experiences, music, or the mind. He shared his intellectual journey, addressing the question of how someone intelligent could believe in Jesus.

Kirk argued that laws of nature exist, which everyone accepts. If there are natural laws, there must be a natural law giver. You don't look at a beautiful building and doubt there's an architect just because you haven't met them. The universe began at a specific moment; something must have created that moment.

The Bible tells us more about human nature and where we're headed than any other literature. We're sinful, broken people with souls needing communion with our Lord and Savior through Christ Jesus. Kirk encouraged skeptics to do legitimate historical analysis of the resurrection: Matthew, Mark, Luke, John, Acts, the travels across the Mediterranean, the price apostles paid, the empty tomb, female witnesses, 400-plus people who saw Jesus resurrected. Building this case reveals Jesus as the way, the truth, and the life.

Barnett added that you never want to put ultimate hope in something that can change or be taken away. The old song goes: "On Christ the solid rock I stand, all other ground is sinking sand." If you put ultimate hope in the stock market, a spouse, or anything else, it will shift beneath your feet. Christ is the solid rock that won't shift or move.

Barnett led a prayer for those wanting to give their lives to Christ, inviting them to pray and be adopted into God's family. He reminded those who prayed that they were just born again, with a brand new birthday.

Kirk closed by addressing anxiety, noting over 65% of people under 25 report serious anxiety issues. Philippians 4:6 says do not be anxious about anything, but through prayer, thanksgiving, and supplication, let your requests be known to God. The peace of God that transcends all understanding will guard your heart and mind through Christ Jesus. Philippians 4:8 encourages dwelling on whatever is good, true, beautiful, and noble.
