He connected the wall to the 2018 midterms as well, correctly predicting Republicans would hold the House partly on the strength of voter concern about an immigration caravan approaching the southern border, well before the wall became the defining symbol of Trump-era immigration policy. Kirk credited the eventual passage of the Big Beautiful Bill's border security funding, alongside Tom Homan's reported reduction in daily crossings by roughly 99 percent, as evidence that sustained political pressure around wall construction had produced measurable results rather than remaining symbolic. Speaking at the 2025 Claremont Statesmanship Award ceremony honoring JD Vance, Kirk explicitly named the border wall as his clearest example of the Overton window shifting, from a position considered politically unthinkable to one where mass deportations themselves had since become mainstream Republican policy.
