The MAGA Doctrine, Kirk's bestselling book, argued that Trump's foreign policy wasn't improvised but followed a real, describable pattern: hemispheric triage, addressing the most distant conflicts first while working systematically back toward direct American interests, an approach Kirk explicitly modeled on President Monroe's own doctrine of hemispheric priority nearly two centuries earlier. He used it to explain moves that looked scattered from the outside, simultaneous attention to Iran, Russia-Ukraine, and hemispheric concerns like Greenland and the Panama Canal, as pieces of one coherent sequence rather than reactive crisis management.
Kirk treated the book less as commentary than as a predictive framework he kept checking against events as they unfolded, pointing to the COVID-era case for reduced dependence on China and tighter borders as validation written before the pandemic proved the underlying argument. He was explicit that the doctrine wasn't only foreign policy: he extended it into domestic strategy too, arguing during moments of internal tension within Trump's coalition that the same disciplined, sequenced approach, retreat, regroup, then return with an aggressive and coordinated push, applied just as well to fights over the administrative state as to fights overseas.
